when dicing to deploy we both rolled 3's.
for the weather this is a difference of 0, correct? or are there other factors involved that i missed?
anyway, in a warm climate this says Mist.
Mist says in the write up that it "Restricts Movement". What does that mean?
I find no definition of "Restricts Movement". what page did i miss it on?
and how does it affect me?

You are correct in that there is a weather effect of 0 as the difference between the 2 raw scores are equal (raw because it is possible to modify the dice with all mounted armies)
But you have not yet established time of day as the raw scores were equal - you need to dice again for that
Lets say you then roll 4 and 2 (this second roll does not change the weather it is determined on the first dice roll)
So the time of day is now 3+3+4+2 = 12 noon
You have the possibilty of Mist as per the first dice roll
Mist clears when any bound's PIP dice average less than 3 hours or 3 hours after sunrise
Sunrise in Warm is 0500 so any Mist will have cleared by 0800 - you start at 1200 So NO Mist
If there had been Mist

Snow, Mist, Fog - Reduces visbility (under visibilty it tells you the reduction daytime- dawn mist is 160p misty night is 80p)
Restricts movement - because of the reduction in visibilty movement will also be impacted as Command Difficulty (clause (a) in PIP Expenditure p27 is now in play - If an march or tactical move or halt by any element or group whose command's general is any of : 5th bullet -
Unable to see it only because visibilty is resticted by the time of day and weather
There is also a combat disadvantage in shooting

You'll find that Mist reduces visibility to 160 paces, as per Visibility on page 25. Also, under Tactical and March Move Distances on page 29, the second dot point says "No move can exceed maximum unobstructed visibility distance for the time of day and weather".
Put together, this means nothing can move more than 160 paces per march or tactical move.
Yes, the lack of cross-referencing in the rules is a pain in the clacker.
