Why the number of maximum TF and PO elements is not halved when playing DBMM 200? I can't understand the logic behind that. Troops are halved in order to achieve a smaller battle game. Why then TF and PO aren't in the same rate? That overepresents them on the now smaller battlefield.

For DBMM 200, the meaning is
The maximum and minimum numbers of elements (other than generals) and of PF, TF or FO sections permitted by the army list are halved and rounded up.
Not
The maximum and minimum numbers of elements other than (generals and of PF, TF or FO sections) permitted by the army list are halved and rounded up.
PF, TF and FO sections are not elements. Also the position of the "and of" tells you that the first one is intended.
For DBMM 100 it might be an accidental omission, or the logic might be that with only 100 AP to spend, no-one in his right mind is going to take more than half the normal maximum fortifications etc anyway so there is no need to restrict it.
