At 240ap game, are the flank march rear edge distance of 400p halved like the deployment distances?

The rule is

Quote

Minimum deployment distances specified from a battlefield edge or centre line are halved

so it depends on whether you think the limit on where you can enter the table is a "deployment distance".

I suggest that you start by assuming it isn't and therefore is not halved and see if it makes the game unbalanced. If it causes problems, then halve it.
