??? When a column turns 90 degrees from column to line can the head of the column make a full distance move or does it just pivot 90 degrees in place?

It just pivots 90? in place (page 29).

see page 51 Figure 4.
The lead element turns 90 degrees and makes a full move measured from the original position to the final position of the front corner which has moved the furthest.
If you want to just turn 90 degrees, this means moving less than full move, which involves PIP penalties.

This isn't quite right. Expanding or turning 90 degrees from a column is exempt from the difficult evolution PIP penalty (page 27).
