What are the better figures for a Skythian army?

Not sure if you meant 15mm or 28mm?  Assuming from your other posts that it is 15mm have a look at Xyston, they do some very nice horse archers in their Persian range.   I am not familiar with other 15mm as I prefer the larger scale but can certainly recommend Xyston.

Don't know about Falcon.
I have Skythians from Donnigtion, Essex and AT-Figures.
The French Skythians are very small compared to Essex and Donnigton are even bigger.
They don't mix well.
