Near as I can tell, there's nothing in the basing rules about how such duplicates should be based. Am I missing something?
(Not that it matters much - about any fighting would imply the troops becoming permanently dismounted.)

Most people just use a 40mm X 30mm base. :)

Yes, but if one were masochist enough to make duplicate figures for Khazar Irr mtd Hd (O), one'd want the mounted duplicates to have 7ish figs per base, which won't ever fit on a 30mm deep base.

In that case you could always use 12 or 10 mm figures. :)

One could, but using a 60mm deep base for the duplicates would be aesthetically superior. If there indeed is no rule for how they should be based, it'd be legal too.
Put another way: could any legitimately mind Mtd Hd on DBE-size bases?

When the foot dismount, the mounts are on a cavalry or camelry sized base and there is no reason to think that this would change when the riders get on the horses/camels. Therefore any other size of base is likely to be viewed as suspicious and possibly challenged.
However, a Hd with a Cv/Cm base behind, would occupy the same footprint as a double cavalry base. Therefore you could satisfy most rule lawyers by saying that these bases represent a Hd on foot plus the empty mounts behind them, and you are just depicting them as all mounted for aesthetic reasons.
