Title: How many baggage?

According to the rules about Baggage on page 9,

Quote

Each general has 0-2 Baggage elements in addition to any Bge (S) its army list permits, reduced to 0-1 if his command has less than 10 elements in total.

Does the total number of elements include the baggage elements? Does it include Army baggage?

Essentially, I'd like to know the smallest number of foot and mounted elements a command can have and still be eligible for 2 elements of baggage. Is it 8?

Yes
