what is the purpose of dummy pip dice; how do they help?

Not necessarily baggage is 0-2 per general so its not compulsory see the definition of Baggage on p9
If I have 3 baggage in an army baggage command
The only certainty is I have at least 2 commands

I just read the Baggage on page 9 and i dont see any real plus...
what am i missing?

Baggage is a two-edged sword
it increases your command and/or armies total ME hence making commands/armies harder to break
however its loss is therefore bad
it also can cause you deployment issues (if chosen as command baggage) -

You're missing "Morale Equivalents" on page 42. Read the lines covering Army Baggage and Command Baggage together with "Baggage" on page 9, and things will be a little bit clearer.
In summary, you can choose to have baggage. If so, it costs points, but it bulks up command sizes. The simplest process is to have Command Baggage. Each command gets 2 Morale Equivalents (ME) for each baggage element, and the baggage deploys with that command. If you choose Army Baggage, you can clump all your baggage together in one location (and maybe even fortify it).

just from what i remember of DBM the couple games i played, the new ME looks like big changes. so the smaller higher quality commands will have deeper ME numbers now then before. and you won't get away with killing the scrub troops and not fighting the real force.

Have a look in the battle reports section of my description of a game between my Nikephorian Byzantines and Christian Nubians.
My opponent's centre command had a general (4 ME), 2 Cv (S) (4 ME), 6 army baggage (3 ME), 2 Ps (1 ME), and 24 Wb (F) (12 ME), for a total of 24 ME. He kept the general and the cavalry in the rear as a reserve, with the Warband leading the way in 3 ranks. My Cv (S) and Ps (S) removed the entire front rank, and large portions of the second rank, yet I don't think I'd even disheartened the command by the time I broke his army.
