The option to make the C-in-C and baggage regular - this applies to all the baggage doesn't it, not just his?

It says all, I have used it and is quite good for the army, bear in mind the Reg Bge(O) can not get TF however :0)

Indeed if you want to take Al as regular the baggage must be regular.

As Alaric had access to Roman logistics then I would say that all the Gothic baggage should be regular if controlled by Alaric during the date range when he was a Magister Militum. I would question that Bge(I) should be Regular if it were not for the fact that several other lists have regular Bge(I).

I've been doing some research lately and this has led me to look at Zosimus again. There are two occasions where the Tervingi successfully took two cities by using siege equipment, possibly in one example using siege engines.
