Title: Inert and Brilliant generals leading allied contingents

The Early Armenian list specifically prevents Inert Tigranes from commanding an allied contingent in another army. The fact that this exclusion exists suggests that there's no limit otherwise on the use of Inert or Brilliant generals to command allied contingents. Therefore, for example, there shouldn't be a problem using Inert Crassus or Brilliant Pompey (or Brilliant Julius Caesar with a couple of Bd (S) elements) to command a Marian Roman allied contingent in a Later Judean army? (All are available in Asia during the period of the Later Judean list)

Allied contingents normally can be led by any eligble general from their list, included named, brilliant, or inert ones.

(There's an odd exception in the Teutonic Order list, where the Holsteiner allies are led by an inert general despite there being no inert general available in their home list.)
