Camels of all types treat SF and SH as good going. Does this include stampeding camels classified as Irr Exp (O)? Conversely, presumably loose mares in heat (classified as Irr Cm (I)) treat terrain as horses not camels.

There shouldn't be any such thing as Cm (I) in 'MM, which list are you looking at?
Camels do not count SH as good going. p19 is quite explicit about this.
Irr Exp (O) stampeding camels would count shrubby flat and dunes as good going, all other rough going (incl shrubby hills) as difficult going.

Sorry. Going from memory there. It was an option in the DBM version of the Syro-Canaanite and Ugaritic list. I didn't realise it had been dropped from the DBMM list.

Fair enough. I thought so. The reason for my question is that this provides another example (after Irr LH (I)) where different versions of the same troop type treat certain terrain differently. So Expendables treat SF either as good going if stampeding elephants or camels, as rough going if stampeding cattle, and as difficult going if scythed chariots.

A third example would be Bge (F), which can be baggage camels or elephants in addition to the more typical horse-herds or pack-mules.
Similarly, mounted infantry treats some terrain differently depending on whether they ride horses, camels (some Arab lists) or light carts (Elamites, Assyrians, and presumably Kyreneans*).
* The rule specifies that kallapani treat terrain as if chariots: it doesn't say explicitly about Kyrenean carts, but it would be most strange if they somehow dealt better with rough terrain.

Additionally Lh(I) are often camels/dromedary and so do they have the same movement restrictions that Cm do?

They treat terrain the same way as other camels do.
They don't suffer from the irregular clumsiness or deployment restrictions if the Cm troop type, however, if that's what you're asking.
