Title: PIPs on TF

On page 11 is read that moving elements on PF sections costs 1 pip per section. But what about TF? Should we read that moving from to section to the adjacent one costs as many pips as moving sideways on good going? This is how I read it.

I don't interpret the rules that way.  Page 11 makes reference to being *on* a PF.  In addition, TF is not mentioned in the relevant part of the PF movement rules, so I'm not seeing the relevance of page 11 for the purposes of determining the cost of moving elements defending TF.  I believe the relevant PIP cost is on page 27.
