These charming troops are available, according to the list:

Only if mounted on a PF tower or if invading and opponent could have PF.

How does one determine whether an army could have PF?

Reading the notes on fortifications at the start of the list book I get the impression that BUA and BUAf can be fortified with PF. Therefore I assume this means that any army which includes BUA or BUAf in its terrain list "could have PF".

Is this correct?

Only BUAf (or FW), I believe. BUAf is "BUA if optionally allowed PF", so a plain BUA is one that's _not_ allowed PF.
