Fog in Cool if winter or in Cold in autumn, mist in other seasons in Cool, or any season in other climates except Dry from 1 hour before dawn.
Okay, so is there mist in Cold in seasons other than autumn? I assume not, otherwise why the specific mention of Cool and Cold in the fog part of the sentence, but only Cool gets mentioned in the mist part of the sentence?
Let's summarise it in a chart:
Dry - no mist or fog in any season;
Warm and Tropical - mist in any season;
Cool - fog in winter, mist in other seasons;
Cold - fog in autumn, ____ in other seasons?

I think the natural meaning of the words written would be:
[Fog in cool if winter or in cold in autumn]
[mist
[in other seasons (than winter) in cool],
[or in any season in other (than cool) climates except Dry]
]
from 1 hour before dawn.
That would mean cold has both mist and fog in autumn, but the combined effect is the same as fog on its own.
It's not a clearly written rule.

I would agree with Barritus. As written, no mist in cold. Cold climates also tend to be dry and rarely have mist. However, places like Finland do get fog in autumn.

I've always assumed that "other climates" means "climates other than Cold or Cool".
(If this is the intended meaning, a much better wording would have been "or any season if Warm or Tropical".)
No mist in Cold in any season does seem a little bit unlikely to be intended though.
