To PF or not to PF - when can I put a BUAf??

If my English language skills don's desert me I understand that a "BUAf" is a BUA that may be placed if placing PF is an option.

Scanning through the army books I find list that have BUAf in the terrain but no PF in the list. There are alsways at least TF in the examples I scanned. But they are no PF. So the BUAf entry is useless...

Am I understanding this wrong?

You need to read "Fortifications" on page 2 of the list books:

Any army with BUA listed among its terrain types can have sufficient permanent fortifications (PF) to temporary fortifications (TF) to enclose the on-table part of a BUA if it is the defender. PF must be part of a BUAf...

Amen to that! The lack of either cross-referencing or an index is a serious shortcoming with the rules. And it's annoying that a rule like that isn't even in the rule book!
