Allocating land elements to naval elements

When preparing a list do naval elements have to be allocated to specific elements within a command? Or can I just allocate whichever land elements I wish (obviously, within the limits of the list in the book) during the deployment phase?

For example, with a Viking army I have one Bts (S) in a command. When invading I want to allocate the general to it in case I want to do a flank march using impressed shipping. But when I'm defending I’d like to place a Bd (I) element on the naval element in order to potentially row up a river or waterway to attack the enemy on the flank. Can I do that?

Good question. I've assumed you allocate them at army list writing time, not deployment, but it isn't specified as one of the things to be included in your order of battle (p18). I fear the rules may be silent on the point.

Wouldn't that be an issue for the Commentaries ?
Is that group still active ?

It is active to the extent that it discusses issues but it hasn't got around to actually updating the commentary yet.
