Looking for the logic behind

Dear all,

I would like to know the logic behind two of the developments of DBMM.
1. Why are all moves, in general, more PIP-consuming?
2. Why the free PIP for Irr generals to halt unmoved troops available in DBM was removed in DBMM?

Hi,

1. Because of the general belief by Phil (and others) that DBM allowed too much maneuver.

2. Because in DBM it was often used as a way to circumvent PIP penalties.

Note that in DBMM Generals, Regular or Irregular,  CinC, Sub or ally, are exempt from the Irregular ineptness clause. I can't remember if that was the case in DBM.

Re halting impetuous troops that have not moved - that PIP it isn't needed anymore because impetuous troops that are in difficult going or ambush do not have to make spontaneous advances at all if they have not moved yet.

Avoiding the PIP penalty was when the -1 was used to help halt troops on the flat & good going - which was apparently not the intent - the DBMM rule is presumably a better reflection of what the author wanted.
