Directly towards the enemy Baggage or routing element that is visible closer than 400p which is most nearly straight ahead.
Does this mean
Directly towards the enemy (Baggage) or (routing element that is visible closer than 400p) which is most nearly straight ahead.
or
Directly towards the enemy (Baggage or routing element) that is visible closer than 400p which is most nearly straight ahead.
I'm pretty sure it is the first option. If it were the second, then it would have been expressed as
Directly towards the enemy Baggage or routing element which is visible closer than 400p and most nearly straight ahead.
Anyone not agree?

AJF and I had a discussion regarding this during a recent game. We plumped for the 2nd of your options, contrary to you. Like several passages in the rules the syntax seems insufficiently exact to avoid these uncertainties. We thought that if it were the 1st of your options it would have been a separate bullet point.

I also understand the rules as meaning option 2.
i.e. troops ignore far off baggage.
If option 1 was true, it should read "toward the baggage or towards a routing element with 400p".

I agree with option 2. To me, there's enough evidence elsewhere that where Phil writes about two options, one of which has a limit of some sort, he makes it clear that the limit applies only to the option.
