Eumenes the Cardian

A quick question.  Have been reading volume 2 of the Wars of Alexander's Successors and was wondering why Eumenes (List 16) is only allowed half the number of 'Hypaspists' as opposed to the grizzled Argyaspides?  In the two major battles he fought against Antigonus the numbers were identical.

I realise that it is optional to field the maximum number of Argyaspides (4-8) but as there were 3,000 in each 'unit' why not allow a maximum of 8 elements for each?
