ME penalty for broken commands?

 ;) Sorry if this is complicated.

 ;D Played a friendly game last night ( great game but always is when you win ), I broke an opponants command (A), which had 18ME, earlier in the game, then broke his C IN C's Command (B), which had 26 ME, the army broke on 50+, combined ME losses from the two broken commands came to 44, with another 4 from a third command (C), thats 48, this third command then gets a 2 me penalty which did nothing to this last command but the Army total ME loss is 50 ( temporarilly ) at the end of the bound. ( All ME calculations excluding baggge contributions etc.).

That is ok so far unbroken.

Does this first command that broke (A) also get a plus 2 ME loss as it is still around ( it would not take a command to shattered as this does not count this until the start of the next bound ) but would the ME losses for this command now count as 20 ( instead of it's original 18 )? Thus taking the army.

 :D As an aside does the temporary losses count towards penalty points? ( probably not ).

How can a command with 18 elements could as having lost 20 ?!  ???

 ;) Well it could start with 21 ME ( including baggage contributions ) is a start.

 ;D It could also have 17 losses in a bound and get an addition 2 ME penalty for a friendly command breaking.

I am not saying this is intended but the area covering this on page 43 should probably read 'Each other unbroken command .....' instead of 'Each other command ........',

 ;) Afterall under DBM could one not get more than 100% casualites ( inclung Baggage losses and BUA's ).
