Scouts and delayed C-in-C's command

I'm not sure if I've asked this one before (or if anyone else has) so I thought I'd ask it here:

If you choose to deploy your C-in-C's command as a delayed command, can you use the Scouts stratagem?

Good question. There's no problem if the scouts are psiloi, but if they're mounted things get awkward. I hope you don't mind if I post the question to the Yahoo list for greater exposture.

It's clear you can't scout with mounted as  a delayed command is never deployed, so they can never fulfil the requirement to be deployed within 80p of the CinC.


If this had been found in play testing, my guess is that scouting would not have been allowed if the CinC is delayed. If the troops haven't arrived on the battlefield yet, how can they scout it?
