Later Hoplite Greek 2/5 list clarification

I am retooling my Athenian army to include ships.  The Athenian rowers limits say 0-1 per Gal in excess of 4.

I want to take six Trieres.  I read the list allowances as follows:
I can take two Irr Ps (I).
-or-
I can take between four and ten Irr Ps (I).
-or-
I can take up to six Irr Ps (I).  This makes the most sense as you can only transport one element per ship.

Any help would be appreciated.

I read it as:

- Every galley needs to transport one element;
- For the first four galleys, these can be Sp(O) hoplites, Pk(F) Iphikrateans (if at the right dates), Ps(O) archers, or Ps(I);
- But since the Ps(I) rowers can only be used for galleys after the fourth, if you use Ps(I) in triremes 1-4 they must come from the javelinmen allowance;
- Galleys 5-6 can take any of the above, or can take Ps(I) from the rowers allowance.

I can't remember what the reasoning behind this was, if indeed there was any.

That sounds right.  I was hoping to get to model lots of Athenian sailors.  At 6mm no one is going to notice outside of myself.
