What happens to an irregular unreliable non foreign ally once an enemy command is broken before any of their side's is broken?

If I read correctly, he simply becomes permanently disheartened. Is this right?

No. He becomes disheartened if a friendly command is broken before any enemy command is broken.

If an enemy command is broken before any of their side's is broken then he commits to his own side as long as his own side did not lose lots of elements as well (see 2nd bullet, the enemy must have lost at least 4 more elements than you did. )
