if you have a separate baggage command with no general, does it get a D6 pip die?

It does (but this is only really an advantage if it is regular which is the infamous PIP dump)

Phil barker has stated that regular baggae will be restricted to Romans and Byzantines as they had professional sutlers etc .

It is an advantage for irregular Bg too, especialy bg (f), as you gain movement posibility...

The extra PIP dice also has an effect on weather changes etc...   :-\

AND ... if you have 4 fighting commands and a separate army Baggage command you can't also have a dummy PIP dice!
