Proposed amendment to Konstantinian Byzantine list

I'd like to suggest that for 1071 (and perhaps 1068-1071) Romanus IV should be classified as Inert. The reasons are as follows:

1. The Byzantine army at Manzikert was much larger than the Turkish army. Having an Inert C-in-C helps provide for this. (In fact it's very hard to field a KB army under Romanus at 400AP with a normal C-in-C.)

2. Romanus's tactics at Manzikert were simple - an even advance across the line. These tactics are in line with what an Inert C-in-C can manage.

3. The Byzantine ally general at Manzikert was unreliable, and this issue remained unresolved even at the end of the day's fighting. Having an unreliable ally remaining uncommitted throughout a whole day's fighting is far more in line with an Inert C-in-C than otherwise.
