Does anyone have a problem with the idea of using this stratagem to simulate extra baggage?

This way you could pretend to have a fourth command, either flank marching, delayed or in ambush. And if you think your opponent will guess you don't by the number of troops on table, you could always deploy in such a way as to convince him that you're employing that very same stratagem with the troops he can see...

I think I see what your attempting to do. You have the on table commands have their baggage held in army baggage but with two fewer as the other baggage is held as command baggage with the flank marching command (you could also do this for a command in ambush I suppose?). It might be a cunning way of making your opponent believe all your commands are visible and on table, you might find though that if your opponent tots up the number of elements in the on-table commands he would soon realise there are not enough ME on the table.

I don't see anything to prevent using the stratagem to create fake baggage.

on the contrary, see the definition of the stratagem on P16.
"...extra...standards, tents or camp fires".

Baggage is meant to be exaggerated.

Actually, I think you have it back to front.

I deploy my three command army on table, including some troops deployed in very deep formations. I place four real baggage elements plus four fake ones behind them. I roll four PIP dice as required by the rules.

My opponent looks at my army and thinks, "Eight baggage elements...he must have four commands. There are some troops deployed very deep there, so they must be produced by exaggerated numbers. That gives him spare points to afford a command I can't see. Is he flank marching, delaying or ambushing with that command?"

In reality there is no fourth command, but it might distract an opponent enough to detach troops to cover a non-existent flank march.

I think this is *mostly*ok.  The only issue I can see with this is that Bg(O) must deploy either on the rear battlefield edge or a sea shore or in a BUA (p22).  In the absence of a BUA and a shore, I reckon you could do this with inferior and fast army baggage.  So despite having 3 commands, you only have 4 elements of army baggage and I presume you are electing to forego the other 2?
