A couple of stratagem questions

1. Delaying Battle: The rule says

The C-in-C of an invading army or an army with all its on-table baggage in fortified camps or in a fortified BUA in its deployment zone chooses to delay...

It then says

Can be used only if the battle would otherwise start after sunrise; and the army has a flank marching or delayed command, or is currently subject to an adverse weather effect that may cease, or the enemy will later be affected by thirst...

In a game, my opponent had Bge (O) and Hd (O) behind fortifications. The battle started after sunrise. His army had a delayed command. And the weather result included adverse weather which could cease.

However he also had a Bge (S) deployed with the rest of his army.

Could he employ the Delay Battle stratagem?

2. False Reinforcements: How many times in a battle can you use this stratagem? If I purchase multiple eligible elements (for example 3 Hd (O) in a Scots Common army), can I get multiple uses of the stratagem in a game for the one purchased stratagem?

Delayed Battle
since you have not stated who was the invader, it it not possible to answer the first question.
If he was the invader, then yes, if the defender, then no, as not all baggage was in a fort.
If the BgeS had been off board, e.g. delayed, then that would also have made the stratagem legal for a defender.

False Reinforcements.

No no, it´s ok, it´s just women on oxen.

Oh help, look!  more reinforcements !
No, it´s ok, they are just women on oxen too !

Oh help, now they really do have reinforcements ! Now I´m disheartened !
