How does one determine whether an army could have PF?

Reading the notes on fortifications at the start of the list book I get the impression that BUA and BUAf can be fortified with PF. Therefore I assume this means that any army which includes BUA or BUAf in its terrain list "could have PF".

Is this correct?

Duncan Head:
Only BUAf (or FW), I believe. BUAf is "BUA if optionally allowed PF", so a plain BUA is one that's _not_ allowed PF.
