Fortifications specified on army lists

"Points spent on fortifications other than those specified by the army?s list are wasted if the terrain includes no suitable BUA, or the army is the invader."

Ok. I'm the invader and my army lists includes TF specified as "for defending Art" (as you can guess, I purchased Art). So are they spent or not when invading?   I understand that my TF are clearly specific, but my last opponent said that the invader never ever can put fortifications.

Any help would be appreciated.

Your TF are specified by the army-list.  Your opponent was paraphrasing the rules, and as so often when paraphrasing, got it wrong I am afraid.

The purpose of this restriction is to restrict the use of PFs/TFs that go around BUAs.  Difficult to bring your city walls with you as invader.  )
