2 lowest PIP allocation

I am new to DBMM, studying rule version 2. On page 14 it says "[...] 2 lowest non-Brilliant general's dice can be specified to use the rounded down average of their scores."

I think you should be happy to have the highest average score possible. So, if you prefer averaging, you choose the 2-highest option. So what is the reason to choose the 2-lowest option?

Depends how you design the army. Sometimes you want to have it so that the two lowest commands have a good chance of both getting at least 2 PIPs, rather than one getting 1 and one getting 3. Of course you always run the risk of them both getting 1 if you roll 1 and 2, but that's a risk you can price in.
