Why are caltrops ineffective against elephants?
(Middle Imperial Roman army, Macrinus option, caltrops are available as a Portable Obstacle, POs provide a negative modifier against all mounted except elephants and light horse. The LH I can understand, but I thought the underside of elephants' feet were sensitive.)
