Order of St.John - another query

Looking at producing an army from this list including a Navarrese ally [only in Greece, 1377 - 1381 AD].  Looking at the Navarrese list I have to take some mesnaderos, javelinmen & slingers.  I also want some Gascon men-at-arms.  I choose 3 [the max - for an ally command].  This is less than the 'more than 4 Gascon elements' stated in the footnotes so I don't have to have any Gascon crossbowmen, bidets or brigans [but I could if I wanted to]. 

However, the Gascon men-at-arms are named as Free Company troops which appears to make the requirement kick in for a Free Company ally-general.  The notes at the beginning of the army list book state that only C-in-C's or sub-generals can be used as an ally-general [obviously unless otherwise stated, e.g. the OfSt.J list states that a Navarrese ally command can have an Italian ally commanding it].

So there appears to be a bit of a conundrum. Thoughts anyone?
